The Regulatory Library is the reference layer for every regulation that shapes how AOG clients plan for and respond to emergencies. Each entry links to a dedicated page that breaks down what the regulation requires, who it applies to, how enforcement works, and how it intersects with the other standards on this list.

This library is built for operational use — not academic study. Pages are written in plain language, organized the way the regulation is actually applied in the field, and kept current as standards evolve.

Federal — OSHA

U.S. Department of Labor, Occupational Safety and Health Administration. Mandatory for all covered employers.

Emergency Action Plans

Sets the minimum requirements for written emergency action plans covering fire, evacuation, shelter-in-place, and employee accountability. Applies to nearly every employer with 11 or more employees.

Medicare and Medicaid Conditions of Participation

The CMS Emergency Preparedness Rule sets national requirements for emergency preparedness across 17 Medicare- and Medicaid-participating provider and supplier types.

Accreditation — Joint Commission

Voluntary accreditation standards for healthcare organizations. Required by many payers and some state licensing authorities.

Joint Commission Emergency Management Standards

Standard Number: EM.09.01.01 – EM.17.01.01

Accreditation requirements for healthcare organizations that elect Joint Commission accreditation, including those operating under CMS deemed status. Restructured EM chapter rolled out by program from 2022 through 2024.

State — Texas

State statutes and administrative code that apply to AOG’s primary operating region.

Texas Health and Safety Code Chapter 331

Workplace Violence Prevention in Health Care Facilities

Requires covered Texas health care facilities to establish a workplace violence prevention committee, adopt a written policy, and adopt and enforce a written prevention plan with eight required elements. Effective September 1, 2023; required compliance September 1, 2024.
